Identify a Victim

Everyone has a role to play in combating human trafficking. Recognizing the signs of human trafficking is the first step to identifying a victim. Our resources page has materials for a more in-depth human trafficking education and a catalog of materials that can be distributed and displayed in your community.
Do not at any time attempt to confront a suspected trafficker directly or alert a victim to your suspicions. Your safety as well as the victim’s safety is paramount.  Instead, please contact local law enforcement directly or call the tip lines indicated on this page:
  • Call 1-866-DHS-2-ICE (1-866-347-2423) to report suspicious criminal activity to the U.S. Immigration and Customs Enforcement (ICE) Homeland Security Investigations (HSI) Tip Line 24 hours a day, 7 days a week, every day of the year. The Tip Line is accessible outside the United States by calling 802-872-6199.

The presence or absence of any of the indicators is not necessarily proof of human trafficking. It is up to law enforcement to investigate suspected cases of human trafficking.

Child Sex Predator Visits Joliet Park, Gets Arrested
JOLIET, IL - The Will County Sheriff's Department arrested a 48-year-old convicted child sexual predator who was lurking around the Ridgewood Park on Thursday evening. Police reports show that Jamie Duhoski was visiting the park on Joliet's east side around 8 p.m. and someone who saw him suspected he was not supposed to be there.
The Joliet Township park is near the corner of Cass and Walnut Streets.
"Upon arriving at the park and running a check on him, it was learned that he was a registered sex offender and was, in fact, in a prohibited area," sheriff's officials informed Patch. Sheriff's deputies then put Duhoski in handcuffs and took him for a ride to the Will County Jail where he was charged with being a child sex offender in a prohibited zone.


Who is Jamie Duhoski?
The Illinois State Police sex offender registry databaseindicates Duhoski is a child sexual predator who now lives in Joliet where he is homeless.

The state registry indicates Duhoski was 33 years old and his victim was 5 years old. He has been convicted of two counts of predatory criminal sexual assault as well as one count of failing to report his address annually. His crimes were out of Kankakee County, the registry states.

Will County Jail logs list Duhoski's current address as 611 East Cass Street, which is the Daybreak Shelter.
On Friday, a judge set his bail at $10,000, meaning he needs to come up with $1,000 cash to get out of jail.

Seeking Victims of David Delay 

Seattle-Area Sex Trafficker Duped Victims With Promise of Fame and Riches
A survivor of sex trafficking describes how she came under the control of David Delay, who was sentenced in April in Seattle for sex trafficking and child pornography.
An 18-year-old Seattle-area high school student looking for a relationship online found herself entangled with master manipulators who coerced her into prostitution with promises of fame, money, and love.
Lauren (not her real name) met Marysa Comer on a dating website in 2014 and quickly hit it off—so much so that she left home to move in with Comer and her business partner, David Delay, in Lynnwood, Washington. Delay, 52, and Comer, 24, claimed they had a deal with a major TV production company to produce a documentary about why prostitution should be legal. Each participant would receive $20 million.
“I just thought, ‘I will have a lot of money and I’ll be around people that care about me,’” Lauren said. “I just thought that sounded great.”
At first they treated her well, giving her attention and buying her things, but that was simply setting her up for manipulation to come. Soon after, they coerced her—through various forms of abuse—into signing a contract to participate in the documentary. The contract required Lauren and other victims to work as prostitutes and to be interviewed about their experiences.
“I think I was just kind of in shock, and I didn’t really know what to think of it. I just wanted to be cared about. I wanted a person to care about me and to be loved,” Lauren said. “So, at that point, I just didn’t really know what to do.”
After a few months of being trafficked all over the country by Delay, Lauren escaped and returned to her family. But Comer lashed out, hacking into Lauren’s social media account and harassing her family. That’s when Lauren and her mother went to the Redmond Police Department for help.
As the Redmond Police and the FBI’s Seattle Division began looking into Delay, they realized that not only had Lauren’s story checked out but there were also other victims (see sidebar) who Delay had lured using the same approach—the promise of money and fame from appearing in a documentary on prostitution.
“He showed them what looked like legitimate contracts and had them sign nondisclosure agreements so they couldn’t tell their friends and family about it,” said FBI Seattle Special Agent Ingrid Arbuthnot-Stohl, who investigated the case. “If they tried to get out of their contract or leave, he would threaten to sue them for breach of contract, so that kept actually quite a few of the victims in line.”
While certainly not a Hollywood powerhouse, Delay had a few production credits and online videos to his name that he used to lure girls and women into his orbit. He posed for photos outside of television studios and used realistic-looking contracts. While he claimed the women would receive huge payouts after the documentary aired, he required the women to pay him “production fees” in the form of some or all of their prostitution earnings.
“He always picked individuals who were vulnerable,” said Redmond Police Department Detective Natalie D’Amico, who also worked the case. “If somebody wanted a relationship or just to feel love, he’d promise that. So he really focused on whatever vulnerability that specific victim had.”
As a detective investigating sex crimes, D’Amico noted that human trafficking victims are typically controlled through physical abuse or access to drugs, but in this case, Delay simply used manipulation tactics.
“I think it is very unique, as this was primarily done through coercion and fraud,” she said. “Deceit using contracts and the promise of fame and money—that was unlike anything I’ve ever heard of before.”

FBI Seeking Additional Victims

Although the case against Delay is closed and he is serving his 33-year sentence, the FBI is asking victims of his crimes to come forward so we can help them.

There are 15 known victims in this case, and investigators believe there could be more, both victims of his prostitution scheme, as well as possible victims of child pornography that he may have coerced others into creating.
Because he was posing as a successful Hollywood producer, Delay often used his real name in seeking out his victims. He also used screen names like “Writer3D” and “SeattleWriter.” A few times he posed as a woman using the screen name “Haleybi69” before Comer began to recruit women on his behalf.
“[Delay] is already going to be in prison for a very long time,” said FBI Seattle Victim Specialist Stefanie Hanley. “But it’s really about trying to make right those other wrongs and helping those victims with where they are at and what they have been through, which we can’t do unless they come forward.”

Transcript | DownloadInvestigators also believe that for years prior to his “documentary” scheme, Delay may have manipulated other women into sending him nude photos of themselves by promising them love, money, or whatever else they needed. In many cases, once he had an established relationship with a women—and possibly nude photos to blackmail them with—investigators believe that he convinced several women to commit an unthinkable crime: produce pornography of their own children.

Delay was indicted in 2015 and was convicted last November on 17 charges related to sex trafficking and child pornography. He was sentenced in April to 33 years in prison. Comer pleaded guilty to conspiracy to commit sex trafficking in 2015 and was later sentenced to three years in prison. Although the case is now closed, the FBI is asking for Delay’s other victims to come forward so they can be provided with services, such as counseling. (See sidebar below).
For the investigative team, getting justice for Delay’s victims was worth the wait and the years of investigative efforts.
“It sends a wonderful message that if you’re willing to come forward, and you’re willing to share your story, that it’s not going to be swept under the rug,” Arbuthnot-Stohl said.
With Comer and Delay both sentenced, Lauren is regaining control of her life. Now 22, she’s pondering her future, hoping to help others who may have found themselves in similar circumstances.
“I just want to let them know that there’s people that care about them and want to help them,” she said.

Protecting Your Children Online

FBI Seattle Special Agent Ingrid Arbuthnot-Stohl, who investigates crimes against children, advises parents to carefully monitor their children on any Internet-connected device and to have open conversations with them about the dangers of the Internet.
“Kids’ brains aren’t fully developed, and they’re willing to take risks that, as adults, we might think twice about,” she said.
She also advises parents to:
  • Keep the computer and tablets in a public space, like the family room
  • Keep an eye on children’s online behavior, whether on a phone, tablet, or computer
  • Set strong parental controls
  • Limit screen time through actions like taking a child’s phone and tablet before bedtime
  • Encourage your children to talk to you about anything of concern that happens online
“The biggest thing is making sure you have that open line of communication to your child, so that they know, regardless of what has happened, they can come to you with anything,” she said.

NY Bishop Rape Shames Abuse Victims: Boys Are ‘Culpable’ For Their Actions At 7 Years Old

Syracuse Bishop Robert Cunningham testified in an abuse case that, in the eyes of the Church, the boys who were molested are also at fault. 
Bishop Robert Cunningham of the diocese of Syracuse, NY doesn’t think priests should take all of the blame for decades, if not centuries, of sexual abuse against young boys. According to Cunningham, the “age of reason” in the Catholic church is seven, so those boys are culpable for their actions.
The shocking statement came during testimony that was recently released from a deposition for a federal lawsuit. Charles Bailey, a survivor of a priest’s abuse, asked then-Bishop James Moynihan whether the church held children victims partly responsible for sexual abuse from priests . “(Bishop) Moynihan said that right to my face – ‘The age of reason is 7, so if you’re at least 7 you’re culpable for your actions.’ That kind of floored me,” said Bailey.
Obviously, the sentiment isn’t something one Bishop believes, but a broader excuse used to cover for the guilt of sexual predators.
The “age of reason” may be seven years old, but that in no way makes it the “age it’s the kid’s fault he was raped.” According to church doctrine, seven is the age a child should understand the difference between right and wrong. It’s also the age a child is eligible for communion.
A spokesman for the diocese has been trying to defend the bishop, saying that his statements in a deposition don’t mean he believes children are responsible for being raped and that it was “unfair to use the deposition to characterize his position otherwise.”
“Unfair may not quite cut it where this man is concerned. When pressed on the issue, he said it wasn’t his place to know how much guilt was on the victim’s hands. The simple answer, “none,” became another distorted version of reality that somehow makes it at least partially a child’s fault when a priest abuses him.
“Well, I mean, without knowing the circumstances completely, did the boy encourage, go along with (it) in any way?” Cunningham asked. The lawyer asked Cunningham if he could imagine any circumstance in which a 14- or 15-year-old boy could be held responsible in the eyes of the church when a priest asks him to engage in sex.
“Obviously, what the priest did was wrong,” Cunningham said. “You’re asking me if the young man had any culpability, and I can’t judge that.”
Actually, you can judge that. Anyone can judge that. What happened is priests used their influence and position as “messengers of God” to force children to comply with their perverted sexual desires. In the very least they were forced to make adult decisions they didn’t have the capacity to make. This bishop and all the priests he defended with this mindless argument betrayed the trust of the parishioners and especially the children of the Diocese of Syracuse.
Charles Bailey has circulated a petition he intends to present to Pope Francis in Philadelphia during his visit to remove Bishop Cunningham as the head of the church there.

Parental Abductions

Some have said, "At least they're with their parent(s)."

Response: Just because they (the abducted children) are in the company of their parents doesn't mean they (the children) are automatically safe and that the parents have the child's and/or children's best interest in mind. Many times there have been parental abduction cases where the children are abused and/or murdered. It would be hard to justify parental abductions, based on what happens in many cases.

Child sex trafficking rings work internationally, cartel to cartel, from country to country. Children could be trafficked to the United States from other countries, just as children from the United States could be trafficked to other countries. In short, abducted children can be moved to any place on this planet by their abductors. Whether stranger, acquaintance, family or parental abductions, it should be assumed that the children are in immediate danger.

Dozens of children’s medications recalled after microbial contamination

ST. LOUIS, MO — Pharmaceutical company King Bio has issued a voluntarily recall of 32 children’s medications because they tested positive for microbial contamination.  A notice listed on the FDA’s website says that some products produced between 08/01/2017 and 04/2018 could potentially result in increased infections that may require medical intervention.


The infections could be life-threatening to some people. King Bio tells the FDA that they have not received reports of injury or illness to date.
