Europol-Led Operation Targets Nihilistic Violent Extremist Network "The Com"

In a major international crackdown, Europol has supported a multi-agency operation targeting "The Com"—a dangerous, decentralized network of online groups adhering to a misanthropic and nihilistic violent extremist worldview.

During a series of coordinated Referral Action Days conducted over several weeks, investigators from nine countries flagged and referred an estimated 4,340 URLs containing severe, disturbing, and illegal material for swift removal across online platforms.

What is "The Com"?

Short for "The Community," this network represents an emerging form of nihilistic violent extremism. Unlike traditional extremist groups driven by political or religious ideology, groups within The Com view violence and trauma as ends in themselves. Members gain status, or "clout," by generating, extorting, and broadcasting extreme harm.

Content targeted during the operation included:

  • Self-harm and suicide instruction / extortion material
  • Child Sexual Abuse Material (CSAM)
  • Extreme animal torture
  • Livestreamed or filmed street assaults ("manhunts") and arson
  • Manuals on grooming, sextortion, bomb-making, and doxing/swatting tactics

Organizations and Agencies Involved

The operation was led through a joint initiative between European intelligence bodies and national law enforcement, uniting tactical digital scanning with cross-border intelligence sharing:

How Law Enforcement Work is Structured Against "The Com"

Tackling decentralized, fluid digital networks requires a multi-layered law enforcement structure combining specialized open-source intelligence with regulatory enforcement and judicial prosecution:

  1. Open Source Intelligence (OSINT) & Digital Tracing: Specialized units scan public platforms, encrypted channels, and gaming forums to identify recruitment funnels, coded terminology, and active threat channels.
  2. Referral Action Campaigns (EU IRU Mechanism): Under frameworks like Regulation (EU) 2021/784 on addressing the dissemination of terrorist content online, illegal material is swiftly packaged and referred to hosting providers for fast-track removal.
  3. Operational Cross-Border Intelligence Sharing: Intelligence gathered during Referral Action Days feeds into Europol’s central databases, allowing investigators across countries to match aliases, IP addresses, and financial transactions to identify real-world perpetrators.
  4. Platform Compliance & Public-Private Partnerships: Europol works directly with social media companies, messaging apps, and gaming platforms to patch algorithmic vulnerabilities exploited by extremist groomers.

How Citizens Can Help Shut Down These Networks

Law enforcement relies heavily on vigilant citizens, parents, and internet users to highlight dark corners of the web before harm escalates. Here is how you can actively contribute to keeping digital spaces safe:

1. Report Illegal Content Directly to Hotlines

If you encounter CSAM, extortion attempts, self-harm coercion, or violent threats online, report them immediately to dedicated reporting channels:

  • INHOPE Network: Find your country's official hotline at inhope.org to anonymously report illegal content.
  • NCMEC (US & International): Report child exploitation material at cybertipline.com.
  • National Police Reporting Portals: Most national police departments maintain online tip portals for local cybercrime and terrorist threats.

2. Flag Content via Platform Moderation

Never share, quote-tweet, or engage with extremist videos—engagement boosts visibility in platform algorithms. Instead, use in-app reporting features ("Report Content" → "Extremism/Child Harm/Violence") so platform moderators can remove it and preserve log data for police.

3. Protect Young People in Digital Communities

Networks like The Com aggressively recruit minors through social media, gaming servers, and chat applications. Practicing proactive digital safety makes a major difference:

  • Talk to teenagers about online safety, grooming tactics, and "sextortion" risks.
  • Keep communication open so young people feel safe reporting online harassment or blackmail without fear of losing internet access.
  • Learn to recognize alarming warning signs, such as self-harm imagery, unusual coded slang/emojis, or demands for self-directed violence.

Together, citizen reporting and law enforcement intervention create a hostile environment for online extremist networks. Every report helps remove harmful content and protect vulnerable users online.
